Put files sims3pack in a folder: My documents/Electronic arts/The Sims 3/Downloads
Open Sims3Launcher or push the files sims3pack two ones of the left button computer mouse. Then in opened window push the button "Downloads". Tick off the items on a list, which you would install into the game. Then push the button "Install".

Push the button "OK"

Files sims3pack have installed into the game.
Now delete files sims3pack from the folder: My documents/Electronic arts/The Sims 3/Downloads
